Xasa's spokesperson, Mamkeli Ngam, says the MEC believes the arrest will send a signal that the physical abuse and assault of initiates will not be tolerated.
Ngam says its alleged that the initiates were assaulted because they did not pay the R100 fee demanded by the traditional surgeon.
Meanwhile, the traditional surgeons and two others appeared in the Ngqeleni Magistrate's Court on Tuesday.
Police spokesperson, Lieutenant-Colonel Mzukisi Fatyela, says they face charges of murder and assault.
Fatyela says two minors were released into the custody of their parents and a 20-year- old man will remain in custody.
